Public Hearing REZ-2014-18 White, Whitewater Rd\" src=\"http:\/\/i.ytimg.com\/vi\/C464ZJFSFW4\/default.jpg\"><\/a>\r\n<p>\r\nThe county staff and Commission listened at length to opponents and proponents\r\nof a rezoning back to agriculture with no conditions, and came up with\r\na compromise,\r\nin\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/11\/videos-pipeline-agriculture-lighting-appointments-and-parks-lcc-2014-11-11.html\">\r\nthe 11 November 2014 Lowndes County Commission Regular Session<\/a>.\r\nIt&#8217;s curious to me that people are more concerned about a few cows\r\nof very minimal effect, rather\r\nthan about\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/11\/why-should-we-let-this-foreign-corporation-sabal-trail-run-roughshod-over-us-jim-parker-lcc-2014-11-11.html\">\r\na yard-wide pipeline that could adversely affect the whole county<\/a>.\r\n<blockquote style=\"font-size:100%\">\r\n7.b. Public Hearing REZ-2014-18 White, Whitewater Rd\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=C464ZJFSFW4&#038;index=7&#038;list=PLshUv86fYkiEJoyxihQxf7Cv4dMd2SMMU\">Video.<\/a>\r\nHere&#8217;s the <a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2014-18\/\">\r\nboard packet item<\/a>,\r\nthanks to County Planner Jason Davenport in response to an open records request.\r\nIn response to a question from Commissioner Demarcus Marshall he said he though\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/11\/videos-church-brokerage-signage-substation-agriculture-glpc-2014-10-27.html#REZ-2014-18\">\r\nthe Planning Commission 6 to 0 recommendation for denial<\/a>\r\nwould have been different if<!--more--> they had had\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2014-18\/REZ-2014-18-LCBOC-Packet-038.html\">\r\nthe petition map<\/a> pictured here and the updated petitions.\r\nDavenport thought there would have been a split GLPC vote.\r\n<\/p>\r\n<p style=\"text-align:right;border:none\">\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2014-18\/REZ-2014-18-LCBOC-Packet-038.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2014-18\/REZ-2014-18-LCBOC-Packet-038.jpg\"><\/a>\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2014-18\/REZ-2014-18-LCBOC-Packet-020.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2014-18\/small\/REZ-2014-18-LCBOC-Packet-020.jpg\"><\/a>\r\nKim Haithcock said her property borders 50% and two sides of the\r\nsubject property.\r\nShe\r\nexpressed neighbor concerns about noise, insects, spray runoff,\r\nspot zoning, and rezoning for an applicant whose primary livelihood\r\nwas not farming.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nFormer County Commissioner J. Edgar Roberts said the county had\r\npreviously put in water and sewer and he thought they should\r\ncontinue in that development direction.\r\n<\/P>\r\n<p style=\"font-style:normal\">\r\nGail Bramlett said she lives straight across the street from the\r\nsubject address and is concerned about the mosquitoes\r\nand her elderly mother.\r\nAlso she didn&#8217;t want animals or their smells.\r\n<\/p>\r\n<p>\r\nSpeaking for, Larry Tison said he had no problem with farm animals,\r\nthat he&#8217;d been there for twenty years, back when it was\r\nthe other way around (mostly farming),\r\nand the property owner should be allowed to do what he wants\r\nto do with the property considering how long he had owned the property.\r\nHe also complained that nobody told him it had been rezoned,\r\nuntil the subject property owner did.\r\nIndeed, the county only sends rezoning notices to directly\r\nadjoining landowners, and Tison&#8217;s property does not touch\r\nthe subject property.\r\n<p>\r\nCindy Pittman said her property touches the subject property,\r\nand she had told the applicant he was welcome to use the back\r\nof her property for the cows, as well.\r\nShe said she has seen no increase in smells or flies with animals.\r\n<p>\r\nThe applicant, Johnny White, said he initially had only positive\r\nfeedback, except Mrs. Bramlett wasn&#8217;t sure.\r\nHe talked to her and listened to her concerns, and waited to hear\r\nher daughter&#8217;s concerns, but never heard.\r\nHe said there would be no ill effects from rezoning.\r\nHe thought his plan would improve the neighbors property values\r\ncompared to the current disused state of the property.\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2014-18\/REZ-2014-18-LCBOC-Packet-014.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2014-18\/small\/REZ-2014-18-LCBOC-Packet-014.jpg\"><\/a>\r\nCommissioner Demarcus Marshall was concerned about it being\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2014-18\/REZ-2014-18-LCBOC-Packet-014.html\">\r\ntwo parcels<\/a>.\r\nAlso that if any neighbors\r\nwanted to rezone similarly, they couldn&#8217;t say no, and he thought\r\nthat might be like dismantling the ULDC entirely.\r\n<p>\r\nCommissioner Crawford Powell (it&#8217;s in his district)\r\nproposed R-A zoning with three conditions:\r\n<ol>\r\n<li>\r\nTotal number of livestock allowed on the property is 15 maximum.\r\n<li>\r\nThere are no swine allowed to be on the subject properties.\r\n<li>\r\nThe signing of an easement to allow county access to address\r\nthe drainage ditch that crosses the property, to allow proper\r\ndrainage as originally designed.\r\n<\/ol>\r\n<p>\r\nCommissioner Clay Griner wanted to be sure the motion included\r\nboth pieces of property.\r\nPowell said yes, the seconder agreed, and they voted 4 to 1 for\r\nthe rezoning with those conditions;\r\nCommissioner Marshall voted against.\r\n<p>\r\nThis demonstrates why it would be useful to pass a pipeline ordinance\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/11\/why-should-we-let-this-foreign-corporation-sabal-trail-run-roughshod-over-us-jim-parker-lcc-2014-11-11.html\">\r\nto affect use of property in the county<\/a>.\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"The county staff and Commission listened at length to opponents and proponents of a rezoning back to agriculture with no conditions, and came up with a compromise, in the 11 November 2014 Lowndes County Commission Regular Session.
