A\r\n<a href=\"#REZ-2014-17\">\r\nsubdivision rezoning<\/a>\r\ngets no objections\r\nwhile a\r\n<a href=\"#REZ-2014-18\">\r\nrezoning for agricultural use<\/a>\r\ngets massive objections.\r\nAlso few if any of those objectors have said anything about\r\n<a href=\"http:\/\/spectrabusters.org\/2014\/11\/11\/vsu-spectator-covers-pipeline-protest-at-valdosta-sabal-trail-office\/\">\r\nthe Sabal Trail pipeline<\/a>.\r\nDo priorities around here seem odd?\r\n<p>\r\nThe\r\n<a href=\"#Replacement-of-Security-Video-Monitors\">\r\nemergency security monitor replacement<\/a>\r\nis, you guessed it, a no-bid contract with the same company that\r\noriginally installed them.\r\nWhich fits with the no-bid\r\n<a href=\"#Property-Acquisition-for-Alapaha-Water-Plant-Expansion\">\r\nAlapaha Water Plant Expansion<\/a>,\r\nback this time for property acquisition after twice failing to get\r\na setback variance at ZBOA.\r\n<p>\r\nThe state changed the qualifications<!--more--> for the\r\n<a href=\"#Order\">\r\nSouth Georgia Community Service Board<\/a>,\r\nso they have to appoint somebody new (Commissioner Marshall &#8220;volunteered&#8221;),\r\nand three seats are expiring or vacant on the Development Authority,\r\nso they are appointing three replacements.\r\nNo not that other Development Authority formerly known as the Industrial Authority;\r\nquite a bit of discussion about the difference.\r\nThe numerous\r\n<a href=\"#Special-Tax-Lighting-District-Grove-Pointe-Phase-IV\">\r\nspecial tax lighting districts<\/a> are all different,\r\nranging from no-brainers to table it.\r\nAnd there&#8217;s a deadline of November 16th, so they need to vote\r\non them today if they&#8217;re going to take effect this year.\r\n<p>\r\nAll that and health premiums, an upgrade to the jail overseer,\r\nseveral state-mandated plans, and some replacements of the MIDS\r\nbus system fleet.\r\n<p>\r\nHere&#8217;s\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/11\/9-for-consideration-6-special-tax-lighting-4-appointments-2-rezonings-1-proclamation-lcc-2014-11-10.html\">\r\nthe agenda<\/a>,\r\nand below are the videos of events as they transpired,\r\nfollowed by a video playlist.\r\n<\/p>\r\n<ul>\r\n<li>\r\n<a name=\"Order\" href=\"#Order\">\r\n1. South Georgia Community Service Board\r\n<p style=\"font-style:normal\">\r\nCounty Manager Joe Pritchard said\r\n<a href=\"http:\/\/www.legis.ga.gov\/legislation\/en-US\/display\/20132014\/SB\/349\">\r\nSenate Bill 349<\/a> recently adopted by the Georgia legislature\r\nchanged the composition of community service boards.\r\n<blockquote>\r\nApr\/16\/2014 &#8211; Effective Date\r\n<br>\r\nApr\/16\/2014 &#8211; Act 538\r\n<br>\r\nApr\/16\/2014 &#8211; Senate Date\r\n<a href=\"http:\/\/www.albanyherald.com\/news\/2014\/apr\/16\/nathan-deal-signs-sb-349-into-law-at-the\/\">\r\nSigned by Governor<\/a>\r\n<br>\r\nMar\/31\/2014 &#8211; Senate Sent to Governor\r\n<br>\r\nMar\/10\/2014 &#8211; House Passed\/Adopted\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nHe said these changes make\r\npreviously-appointed\r\nmember Sheila Huntley no longer eligible to serve.\r\nHe said Commissioner Demarcus Marshall had expressed interest in serving on that board.\r\nCommissioner Marshall&#8217;s expression seemed to indicatete otherwise.\r\n<\/p>\r\n<p>\r\n6.b. Development Authority of Lowndes County (3)\r\n<p style=\"font-style:normal\">\r\nCounty Manager said three terms had expired, those of Jerome Waters,\r\nCommissioner Crawford Powell, and another position was vacant.\r\n&#8220;It has been recommended that&#8221; those two names be reappointed\r\nand Commissioner Clay Griner be asked to fill the vacant position.\r\n<p style=\"font-style:normal\">\r\nCommissioner Demarcus Marshall wanted to know what was the difference\r\nbetween this Development Authority and the Industrial Authority\r\nthat recently renamed itself to be a Development Authority.\r\nCounty Manager and Commissioner Crawford Powell attempted to explain.\r\nBasically this Development Authority meets occasionally and acts\r\nas a conduit for bond financing, while the Industrial Authority\r\nis authorized by the state to do many other things.\r\nHere&#8217;s\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/01\/valdosta-lowndes-county-industrial-authority-act.html\">\r\nthe Industrial Authority&#8217;s Charter<\/a>.\r\n<\/p>\r\n<li>\r\n<a name=\"REZ-2014-17\" href=\"#REZ-2014-17\">\r\n7.a.
