<\/a>\r\nThey vote tonight on what they discussed yesterday morning in these videos. A\r\n\r\nsubdivision rezoning<\/a>\r\ngets no objections\r\nwhile a\r\n\r\nrezoning for agricultural use<\/a>\r\ngets massive objections.\r\nAlso few if any of those objectors have said anything about\r\n\r\nthe Sabal Trail pipeline<\/a>.\r\nDo priorities around here seem odd?\r\n\r\nThe\r\n\r\nemergency security monitor replacement<\/a>\r\nis, you guessed it, a no-bid contract with the same company that\r\noriginally installed them.\r\nWhich fits with the no-bid\r\n\r\nAlapaha Water Plant Expansion<\/a>,\r\nback this time for property acquisition after twice failing to get\r\na setback variance at ZBOA.\r\n \r\nThe state changed the qualifications for the\r\n\r\nSouth Georgia Community Service Board<\/a>,\r\nso they have to appoint somebody new (Commissioner Marshall “volunteered”),\r\nand three seats are expiring or vacant on the Development Authority,\r\nso they are appointing three replacements.\r\nNo not that other Development Authority formerly known as the Industrial Authority;\r\nquite a bit of discussion about the difference.\r\nThe numerous\r\n\r\nspecial tax lighting districts<\/a> are all different,\r\nranging from no-brainers to table it.\r\nAnd there’s a deadline of November 16th, so they need to vote\r\non them today if they’re going to take effect this year.\r\n \r\nAll that and health premiums, an upgrade to the jail overseer,\r\nseveral state-mandated plans, and some replacements of the MIDS\r\nbus system fleet.\r\n \r\nHere’s\r\n\r\nthe agenda<\/a>,\r\nand below are the videos of events as they transpired,\r\nfollowed by a video playlist.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\n \r\n6.a. South Georgia Community Service Board\r\n \r\nCounty Manager Joe Pritchard said\r\n\r\nSenate Bill 349<\/a> recently adopted by the Georgia legislature\r\nchanged the composition of community service boards.\r\n \r\nHe said these changes make\r\npreviously-appointed\r\nmember Sheila Huntley no longer eligible to serve.\r\nHe said Commissioner Demarcus Marshall had expressed interest in serving on that board.\r\nCommissioner Marshall’s expression seemed to indicatete otherwise.\r\n<\/p>\r\n \r\n6.b. Development Authority of Lowndes County (3)\r\n \r\nCounty Manager said three terms had expired, those of Jerome Waters,\r\nCommissioner Crawford Powell, and another position was vacant.\r\n“It has been recommended that” those two names be reappointed\r\nand Commissioner Clay Griner be asked to fill the vacant position.\r\n \r\nCommissioner Demarcus Marshall wanted to know what was the difference\r\nbetween this Development Authority and the Industrial Authority\r\nthat recently renamed itself to be a Development Authority.\r\nCounty Manager and Commissioner Crawford Powell attempted to explain.\r\nBasically this Development Authority meets occasionally and acts\r\nas a conduit for bond financing, while the Industrial Authority\r\nis authorized by the state to do many other things.\r\nHere’s\r\n\r\nthe Industrial Authority’s Charter<\/a>.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nOne more condition to check, said County Planner Jason Davenport.\r\nSee also\r\n\r\nthe LAKE video of this item at the 27 October 2014 Planning Commission<\/a>.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nCattle and crops proposed for this rezoning to agricultural,\r\nsaid County Planner, with “a healthy amount of public input”\r\nincluding “a healthy amount of work done by the opposition”\r\ninvolving canvassing the neighborhood, 30 calls to the Planner,\r\nand a petition with dozens of names.\r\nThere’s also at least one letter of support from Judith Clark,\r\nand another letter of support from some neighbors,\r\nalong with letters from the opposition.\r\nPlus this interesting map of green dots in support and red dots\r\nin opposition.\r\nMaybe we’ll get a better version some time today in response\r\nto LAKE’s open records request of yesterday.\r\n \r\nCommissioner Richard Raines wanted to know more about the property\r\nowners directly bordering the subject property, only one of whom\r\nhad written a letter.\r\nCounty Planner had no further information than that they were on the petition.\r\n \r\nCommissioner Demarcus Marshall said he thought there were horses\r\non one of the neighbor’s property.\r\nPlanner didn’t know.\r\n \r\nMarshall said the Commission voted 6 to 0 last time when this property\r\nwas rezoned for a previous owner.\r\nPlanner said concerns were about surrounding residences and spot zoning.\r\n \r\nSee also\r\n\r\nthe LAKE video of this item at the 27 October 2014 Planning Commission<\/a>.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nChairman Bill Slaughter wanted to know if some of these Special\r\nTax Lighting Districts could be lumped together for a vote.\r\nAnswer: no, they’re all different.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nThere’s a condition for not being liable for payment or activation\r\nbefore November 16th so the county isn’t stuck paying for the lights\r\nfor a year before tax money comes in,\r\nCounty Planner Jason Davenport revealed\r\nin response to a question from Commissioner Demarcus Marshall.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nThis one is driven by the residents and should be ready.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nPlanner tried to charge for the golf course, as in $10, to $30,000\r\nfor activation, and check hasn’t been seen yet;
