Dear Andrea, I didn\u2019t notice that either the Notice to Proceed from CCA
\nto the VLCIA or the \u201cpreliminary specifications,\u201d both required by the
\ncontract with CCA were in the documents given to me in response to my
\nrecent open records request. The site survey was received on Nov. 19,
\n2010, which means that, according to the contract, the Preliminary
\nSpecifications for the project should have been received at the VLCIA
\nover 6 months ago. It seems from the contract that either the
\nPreliminary Specifications or a Notice to Proceed should have been
\nreceived by now if the contract is still in force. Can you clarify this

This is a very interesting response from Andrea Schruijer, because without the
\nNotice to Proceed (NTP) the private prison project does not move forward.<\/p>\n
