{"id":10913,"date":"2014-10-17T08:41:09","date_gmt":"2014-10-17T12:41:09","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=10913"},"modified":"2014-10-17T08:44:58","modified_gmt":"2014-10-17T12:44:58","slug":"vdt-open-government-symposium-in-macon","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2014\/10\/vdt-open-government-symposium-in-macon.html","title":{"rendered":"VDT Open Government Symposium: in Macon?"},"content":{"rendered":"<p>\r\nYay open government symposium!\r\nBut why in Macon, why not in Valdosta,\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/news\/local_news\/article_97e2456b-7da2-5dfe-a635-d651f4287b7a.html?mode=print\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/bloximages.chicago2.vip.townnews.com\/valdostadailytimes.com\/content\/tncms\/assets\/v3\/editorial\/e\/13\/e13f9c4e-3269-5be6-a3c4-e476e16650f7\/53ffd232ecb21.image.jpg\"><\/a>\r\nif it&#8217;s organized by the new VDT editor?\r\nSure, Macon is the geographic center of the state, but it&#8217;s only\r\nabout an hour from Atlanta, and one thing most people in Atlanta don&#8217;t\r\nunderstand is how big Georgia is, so asking them to drive four hours\r\nto Valdosta would be educational for them.\r\nAnd if the VDT is so interested in government transparency,\r\nwhy doesn&#8217;t it investigate the county&#8217;s lawsuit against local business Deep South Sanitation\r\nat the expense of the local taxpayers that benefits nobody but\r\n&#8220;exclusive franchise&#8221; ADS and its investors in New York City?\r\nWhy is the VDT&#8217;s front page story that gave a platform for\r\nSpectra&#8217;s Andrea Grover no longer online, especially now that\r\nthe Sabal Trail deadline she announced has been busted?\r\nLet&#8217;s see the VDT lead the way.\r\nHere&#8217;s a first test:\r\nGretchen is going to Macon with the LAKE video camera.\r\nWill the VDT let her video?\r\n<p>\r\nUnsigned article, VDT, 11 October 2014,\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/news\/local_news\/article_b3241902-50f9-11e4-b67a-ebeff170b263.html?mode=print\">\r\nVDT leading way in open government<\/a>,<!--more-->\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nThe state&#8217;s first Open Government Symposium will be held in Macon\r\nFriday.\r\n<\/p>\r\n<p>\r\nThe free event kicks off a series of symposiums to be held around\r\nthe state of Georgia in an effort to incubate a culture of\r\ngovernment transparency, according to organizers.\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.aboutforsyth.net\/v3\/viewtopic.php?t=7234#p36838\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.aboutforsyth.net\/files\/HollieManheimer.jpg\"><\/a>\r\nValdosta Daily Times Editor Jim Zachary, who is director of the\r\n<a href=\"http:\/\/transparencyprojectofgeorgia.com\/\">\r\nTransparency Project of Georgia<\/a>, and colleague Holly Manheimer, who\r\nis the director of the\r\n<a href=\"http:\/\/www.gfaf.org\/\">\r\nGeorgia First Amendment Foundation<\/a>, have\r\norganized the symposium and will provide the training while sharing\r\ntheir experiences in open government advocacy.\r\n<\/p>\r\n<p>\r\nValdosta State University Professor Dr. Patricia Miller, journalism\r\nadvisor, will join Zachary and Manheimer, along with investigative\r\nreporter Oby Brown, of the Telegraph in Macon, for an open forum and\r\nroundtable discussion at the symposium.\r\n<\/p>\r\n<p>\r\nThe event, being held at the Center for Collaborative Journalism at\r\nMercer University, is free and open to the public.\r\n<\/p>\r\n<p>\r\nOrganizers are encouraging elected officials, government attorneys,\r\nrecords custodians, journalists, community activists, students and\r\nanyone who has an interest in transparency and more accountable\r\ngovernment to attend.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nGood luck to them on that last.\r\n<p>\r\nA couple of quotes from the new VDT editor:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\n&ldquo;We are creating a culture at the Valdosta Daily Times where\r\nwe simply have the expectation that government is always open and\r\ntransparent and each of our reporters will be well-versed in the\r\nstate&#8217;s Open Meeting Act and Open Records Act,&rdquo; the editor\r\nsaid.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nOK, good. So:\r\n<ol>\r\n<li>Where&#8217;s that former front-page pipeline article?\r\n<li>Why did the VDT refuse to do a similar story\r\non pipeline opponents\r\nafter spending all that space on the pipeline company?\r\n<\/ol>\r\n<p>\r\nBack to the recent VDT story:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\n&ldquo;Discussions will go beyond mere compliance with the letter of\r\nthe law. These presentations will focus on both what the law\r\nrequires and the intent of the legal requirements,&rdquo; Zachary\r\nsaid. &ldquo;When you think about it, nearly all issues that\r\ntaxpayers, voters, ordinary citizens have with their government end\r\nup being about government transparency. While a lot of public\r\nservants talk about open government and being accessible, it is\r\nimportant they take the opportunity to step back and look at these\r\nissues through the eyes of the people they are elected to represent.\r\nWe believe the symposium will give them the opportunity to do\r\nexactly that.&rdquo;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nSounds great!\r\nHow about asking the Lowndes County government why they stick\r\nto only the letter of the open records law when they return board packets\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/10\/board-packet-lcc-2014-10-13.html\">\r\nonly on paper in black and white<\/a> when we know they have\r\nthem in electronic format?\r\nHow about asking the county why they don&#8217;t put the board packets\r\nonline so citizens can know whether to show up for an item,\r\nand can see what their elected officials are talking\r\nabout in their meetings?\r\nHow about asking the same question about the Valdosta City Council,\r\nHahira, Lake Park, Remerton, and Dasher,\r\nand all the local boards and authorities?\r\nHow about ask why the county\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/02\/transparency-in-government-is-essential-to-the-public-trust-vdt.html\">\r\ndoesn&#8217;t even publish agendas for the Planning Commission<\/a>?\r\n<p>\r\nOnce upon a time, the VDT used to ask some such questions,\r\nat least when the VDT itself directly had difficulty getting\r\ninformation from local government bodies, such as\r\n<ul>\r\n<li>\r\n15 February 2014:\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/02\/transparency-in-government-is-essential-to-the-public-trust-vdt.html\">\r\nwhen the Lowndes County Board of Education didn&#8217;t answer<\/a>, the VDT editorialized:\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/opinion\/article_b16013a6-dfd7-5eef-b098-1f11f4035d5d.html\">\r\nViolating public trust<\/a>.\r\nHm, why is that editorial &#8220;Updated: 9:21 pm, Thu Sep 11, 2014.&#8221; which is after the new editor started?\r\nAnd what was updated?\r\nBack on\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/opinion\/article_6f01269a-34de-5062-8fa0-17488bfe8375.html?mode=print\">\r\n3 August 2011 the VDT editorialized<\/a>:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nSo when individuals suggest that The Times &ldquo;alter&rdquo; the\r\nnews in order to make the community look like it&#8217;s a happy,\r\nwonderful place to live with no crime, no sorrow, no problems, it&#8217;s\r\nthe wrong thing to suggest to a journalist.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nSo why did the VDT alter its own editorial?\r\n<li>\r\n17 April 2011:\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/04\/industrial-authority-defensive-about-minutes.html\">\r\nwhen the Industrial Authority charged exorbitantly for the minutes they don&#8217;t publish<\/a>,\r\nthe VDT did a front page Sunday story by David Rodock,\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/news\/local_news\/article_76c4209e-8b9c-509b-ab37-02c1c3ee07bf.html\">\r\nWoman says Industrial Authority wanted $125 for meeting minutes<\/a>.\r\nYet the new-renamed Valdosta Lowndes Development Authority <em>still<\/em>\r\ndoesn&#8217;t publish its minutes, three years later, and the VDT is mum about that.\r\n<\/ul>\r\n<p>\r\nWhy have both those just-referenced VDT stories changed their locations\r\non the VDT&#8217;s website so you have to search again to find them?\r\n<p>\r\nWhy has the Matthew Woody front page VDT story of 27 July 2014, <a href=\"http:\/\/www.valdostadailytimes.com\/local\/x197373396\/Sabal-Trail-explains-its-position\">\r\nSabal Trail explains its position<\/a>, disappeared entirely from the VDT&#8217;s website?\r\nThat&#8217;s the one in which Andrea Grover said Sabal Trail would formally file at the end of October for a FERC permit.\r\nWhich is very relevant now that\r\nopposition has busted that deadline and\r\n<a href=\"http:\/\/spectrabusters.org\/2014\/10\/16\/sabal-trail-delays-formal-ferc-filing-until-sometime-later-this-year\/\">Ms. Grover told an Alabama paper &#8220;sometime later this year&#8221;<\/a>.\r\n<p>\r\nI&#8217;m all for transparency and for the VDT helping make it happen.\r\nI don&#8217;t know how many times\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/08\/when-officials-act-like-they-are-hiding-something-they-usually-are-vdt.html\">\r\nI&#8217;ve quoted<\/a> the\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/opinion\/article_6f01269a-34de-5062-8fa0-17488bfe8375.html\">\r\nVDT editorial of 3 August 2011<\/a>\r\n(which has also changed links):\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nTo The Times and its editorial board, it&#8217;s far worse for the\r\ncommunity&#8217;s image to have public officials knowingly lie, illegally\r\nwithhold public documents and try to bully those who are only after\r\nthe truth.\r\n<\/p>\r\n<p>\r\nWhen officials act like they are hiding something, they usually are.\r\nYou can&#8217;t be accused of lying if you don&#8217;t lie. You won&#8217;t receive an\r\nopen-records request if you answer questions honestly and in\r\naccordance with the law.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nBut all those examples were before somebody unnamed wrote for the VDT\r\n29 July 2014,\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/news\/local_news\/article_97e2456b-7da2-5dfe-a635-d651f4287b7a.html?mode=print\">\r\nZachary named The Valdosta Daily Times&#8217; editor<\/a>,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nThe creator and director of the Transparency Project of Georgia,\r\nZachary recently joined forces with the Georgia First Amendment\r\nFoundation, advocating for greater government transparency across\r\nthe state while providing educational materials and seminars for\r\ncitizens, journalists, action committees and elected officials.\r\n<\/p>\r\n<p>\r\n&ldquo;Our core belief is that government belongs to the governed\r\nand not to the governing and we believe all the people&#8217;s business\r\nshould be conducted out in the open and not concealed behind closed\r\ndoors or hidden in secret documents,&rdquo; Zachary said. &ldquo;In\r\naddition to our role as the Fourth Estate, a community newspaper\r\nmust celebrate its community in very vibrant and positive ways,\r\nshowcasing the quality of life while making sure readers have all\r\nthe information they want and need to know.&rdquo;\r\n<\/p>\r\n<p>\r\nHe added, &ldquo;I look forward to being out in the community,\r\nvisiting and speaking to civic organizations, making connections\r\nwith city and county leaders and &mdash; most importantly &mdash;\r\njust getting to know the wonderful men, women and young people that\r\ncall Valdosta and Lowndes County home.&rdquo;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nWell, that all sounds good.\r\nAlthough hobnobbing with just the usual suspects sounds more like\r\na way to get absorbed into the old boy system than to bring it\r\nmore transparency.\r\nIn any case, let&#8217;s see some action.\r\n<\/p>\r\n<p>\r\nSince Zachary was hired, we&#8217;ve seen one previous editorial &#8220;updated&#8221;,\r\na front page story vanish, and URLs for a bunch of others change.\r\nAnd we&#8217;ve seen these new editorials:\r\n<ul>\r\n<li>12 August 2014, <a href=\"http:\/\/www.valdostadailytimes.com\/opinion\/article_6f01269a-34de-5062-8fa0-17488bfe8375.html?mode=print\">a long list of quotations from famous historical figures<\/a> in\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/opinion\/editorials\/article_136f51fe-21a8-11e4-bc02-0019bb2963f4.html?mode=print\">Why open government matters<\/a>\r\n<li>11 October 2014: <a href=\"http:\/\/www.valdostadailytimes.com\/opinion\/editorials\/article_379470fe-51bf-11e4-9b1f-2fe9bfcb528e.html?mode=print\">\r\nTime for more transparency<\/a>\r\n<\/ul>\r\n<p>\r\nFine thoughts!\r\nLet&#8217;s see the VDT do something about them.\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"Yay open government symposium!
