\r\n\r\n\"300x255<\/a>\r\nCommissioner Demarcus Marshall recused himself\r\nin the Regular Session of 23 September 2014,\r\nfor the\r\n\r\nPublic Safety Radio System System Upgrade<\/a>,\r\nin case anybody thought a Motorola VP with the same last name was related. (Update 11:10 AM:<\/strong> added transcription of the three-part motion<\/a>.)\r\nRental leases for the\r\n\r\nLeila Ellis Social Services Building<\/a>\r\ngot more discussion.\r\nThey added\r\n\r\nVOCA-funded VWMAP<\/a>\r\nand\r\n\r\nGDOT at Clay and Hollywood<\/a> (from the previous morning’s Executive Session), that the Tax Assessor’s database says is owned by the School Board,\r\nto the\r\n\r\namended agenda<\/a>.\r\nEverything else,\r\nincluding\r\n\r\nthe USGS water level gauge on the Little River<\/a>,\r\nwas breezed through with no discussion,\r\nso fast the Chairman almost forgot to ask for speakers\r\nin\r\n\r\nan alcohol license public hearing<\/a>,\r\nand he didn’t bother to mention\r\nbefore they adjourned that\r\n\r\nnobody had signed up for Citizens Wishing to Be Heard<\/a>.\r\n

          \r\nVideo.<\/a>\r\nCounty Engineer Mike Fletcher said that section of road had never\r\nbeen maintained by the county.\r\nUnanimous approval.\r\n

        2. \r\n\r\nSection 5311 Rural Transportation Program Operating Contracts<\/a>\r\n\"6.b.<\/a>\r\n

          \r\nVideo.<\/a>\r\nCounty Engineer Mike Fletcher said the same thing he said\r\nin the Work Session:\r\nfor the first seven months of the year\r\nMIDS has produced 20,984 trips, and in 2013 33,548 trips.\r\nHe didn’t say, but if the 2014 trips keep on at that rate for a full 12 months,\r\nthat will be about 7% above 2013.\r\nCommissioners had no questions.\r\nCommissioner Joyce Evans moved, somebody seconded, unanimously approved.\r\n<\/p>\r\n

        3. \r\n\r\nLeila Ellis Social Services Building-Approval of Lease Agreements<\/a>\r\n\"6.c.<\/a>\r\n

          \r\nVideo.<\/a>\r\nCommissioner Demarcus Marshall wanted to know what deterred the other\r\nentities that previously wanted to rent: price, or something else?\r\nChad McCleod didn’t really seem to know.\r\nCounty Manager Joe Pritchard added that Public Health is “a cornerstone”\r\nof the building.\r\nCounty Chairman Bill Slaughter said that these were just three of\r\nmore leases.\r\nCommissioner Joyce Evans moved to approve, Demarcus Marshall seconded,\r\nall approved.\r\n

        4. \r\n\r\nGEMA Performance Partnership Agreement (FY 2014)<\/a>\r\n\"6.d.<\/a>\r\n

          \r\nVideo.<\/a>\r\nEmergency Management Director Ashley Tye gave a brief presentation\r\nand they approved unanimously with no discussion.\r\n<\/p>\r\n

        5. \r\n\r\nUSGS Funding Agreement for Hwy 122 Stream Gauge<\/a>\r\n\"6.e.<\/a>\r\n

          \r\nVideo.<\/a>\r\nEmergency Management Director Ashley Tye gave a briefer version\r\nof what he said in\r\n\r\nthe Work Session<\/a>,\r\nwhich was that this was the annual\r\nrenewal, still at the same price, of\r\nthe Little River\r\ngauge installed after the April 2009 floods per an agreement with USGS \r\nSeptember 2009.\r\nUSGS installed it, and its information is available to local citizens\r\nand to the National Weather Services (NWS).\r\nNWS uses it in forecasting for “proactive knowing what the river’s doing.”\r\nHe noted what the Withlacoochee River is doing doesn’t necessarily\r\ncorrelate with what the Little River is doing.\r\n<\/p>\r\n

          \r\nHere are current graphs from that gauge and others on the Little River\r\nand the Withlacoochee River, upstream and down, in\r\n\r\nFlooding charts<\/a> by WWALS.\r\nThere are also links to the Lowndes County guages on\r\n\r\nthe Emergency Management department page<\/a>.\r\n<\/p>\r\n

        6. \r\n\r\nPublic Safety Radio System Upgrade<\/a>\r\n\"6.f.<\/a>\r\n

          \r\nVideo.<\/a>\r\nCommissioner Crawford Powell wanted to know if the cost savings\r\ncould be used productively.\r\nEmergency Management Director Ashley Tye said\r\nmost of it was by slowly phasing out the old equipment,\r\nso there was no sudden savings.\r\nCounty Manager Joe Pritchard said the funding was from SPLOST,\r\nso it depended on how fast tax revenues come in.\r\n

          \r\nCommissioner Demarcus Marshall said he had read the proposed agreement\r\nwith Motorola and noticed (page 12)\r\nthat one of the required signatories was Motorola\r\nVP Robert Marshall.\r\nCommissioner Marshall said that VP\r\nwas not kin as far as he knew,\r\nbut recused himself in case there was any perception of conflict.\r\n

          \r\nThere was some jocularity about reading the ability of the other Commissioners.\r\nCommissioner Richard Raines made a three-part motion,\r\nincluding approval subject to the City of Valdosta also approving:\r\n

          \r\nI move the board approve and authorize the Chairman to\r\nexecute\r\n

            \r\n
          1. \r\nthe communications system agreement with Motorola\r\n
          2. \r\nthe equipment lease purchase agreement with Motorola\r\nand the attached Schedule A and B, the statement of essential use and\r\nsource of funds, and leasee resolution,\r\n
          3. \r\nthe amendment with the addendum subject to the City of Valdosta’s approval\r\nand execution of the amendment and the addendum.\r\n<\/ol>\r\n<\/blockquote>\r\n

            \r\nOf course, that doesn’t tell you much without seeing Schedule A and B,\r\nthe statement of essential use and source of funds, the leasee resolution, or the amendment with the addendum.\r\nCommissioner Joyce Evans seconded.\r\nAll (except) Marshall voted to approve.\r\n

          4. \r\n\r\nVOCA-Funded VWAP Position Application<\/a>\r\n\"6.g.<\/a>\r\n

            \r\nVideo.<\/a>\r\nPromoted to an agenda item\r\nfrom a mere report last time<\/a>,\r\nState Solicitor Justin Cabral again asked for a 12-month renewal.\r\nWith no discussion, Commissioner Demarcus Marshall moved to approve,\r\nCommissioner Joyce Evans seconded, and all approved.\r\n<\/p>\r\n

          5. \r\n\r\nOption to Georgia DOT—U.S. Highway 84 at Clay Road and Hollywood Street<\/a>\r\n\"6.h.<\/a>\r\n

            \r\nVideo.<\/a>\r\nCounty Engineer Mike Fletcher said:\r\n<\/p>\r\n

            \r\n

            \r\nThe Board of Commissioners voted yesterday in Executive Session\r\nto approve and authorize the Chairman to sign an option of right of way\r\nbetween Lowndes County and the DOT.\r\nThe board’s vote authorized the Chairman to sign the related\r\nreceipt of plans and an explanation acknowledgement,\r\nand for Mr. Pritchard to sign a related receipt and brochure.\r\n

            \r\nThe board’s vote is subject to approval in a subsequent public vote.\r\nBefore the public vote, the property shall be identified and the\r\nterms of the disposal disclosed.\r\n

            \r\nThe option gives the DOT an option to acquire the property of the county\r\nfor the right of way along US 84.\r\nThe property is 6,405.7 square feet or 1.47 acres on US 84 East\r\nat Clay Road and Hollywood Street.\r\nThe option gives the DOT an option to acquire the property for\r\na value of $5,400.\r\nThe term of this option is for sixty days.\r\n<\/blockquote>\r\n

            \r\nThe part about subsequent public vote and identifying the property\r\nis paraphrased from the\r\n\r\nGeorgia Open Meetings Act of 2012<\/a>,\r\n50-14-3 (b)(1).\r\nThat law doesn’t require them to say why<\/strong>\r\nthey’re selling the property, so they didn’t say.\r\n

            \r\nThey also didn’t give the address of the subject property.\r\nAccording to the Lowndes County Tax Assessors database,\r\nthe only corner of Clay, Hollywood, and US 84 owned by the county is\r\n\r\nParcel 0157B 072<\/a> at the northeast corner, 2100 East Hill Avenue,\r\nwhich is actually owned by the Lowndes County Board of Education,\r\nand is 1.54 acres.\r\n

            \r\nThe county does own the 20.88 acre\r\n\r\nParcel 0155D 017<\/a> just to the east at 250 Douglas Street,\r\nhome of the County Extension office at 2102 E Hill Avenue,\r\nbut that’s probably not what they’re talking about.\r\nHow can the County Commission sell land the School Board owns?\r\n

            \r\nCommissioners had no questions.\r\nMotion to authorize by Commissioner Demarcus Marshall.\r\nAt least one second.\r\nUnanimous approval.\r\n<\/P>\r\n<\/ol>\r\n
