\nVLCIA Executive Director Andrea Schruijer clarified on the telephone just now\nthat\n\nThursday’s 9AM-2PM board retreat<\/a>\nis an open meeting; the public can attend.\n\n<\/a>\nShe said the agenda was made by the facilitator, and she had not seen it.\nThe purpose of the retreat is for board members to talk about their experiences\nand roles as board members.\nThe retreat is not for discussing specific projects.\n

\nRegarding the 2PM board meeting Thursday, she said she thought the agenda\nwas on VLCIA’s web pages.\nWhen we looked and found it wasn’t there,\nshe said apparently there was some confusion due to the rescheduling\nof the meeting, and the agenda would be there soon.\n

\nI asked her whether the Project Excel\n\nProject Excel, the CCA private prison,<\/a> she said the\n\nPreliminary Specifications\n(\nsee section 1.6.1<\/a>)\nhad been received.\nShe said they had been received,\nand they were simply a site diagram, a copy of which was\nhanging on VLCIA’s office wall.\nFrom discussion with her, it appears to be this site plan:\n\n\n

\nI asked her if VLCIA had sent CCA terms for a\n\nthird extension option<\/a>.\nShe said no, they had not.\nAnd according to Andrea Schruijer, same as for\n\nthe NTP<\/a>,\n\nthe contract<\/a> says that it’s up to the company (CCA) to come to VLCIA\nwith a proposal for such terms.\n

\nI asked whether that meant it was up to CCA to negotiate with the landowner.\nShe said yes, that was the case.\n

\nThat seems to require reading the passive voice of\n\nSection 1.4.2.3. Third Extension Term<\/a>\nas the Authority will obtain from CCA<\/em> (I am not a lawyer).\n

\nI asked her did that mean she didn’t\nknow whether CCA wants to proceed with this project.\nShe said that was correct; VLCIA doesn’t know.\n

\nExecutive Director Andrea Schruijer asked if I had any other questions.\nI said only if she was willing to answer whether the board wanted\nto proceed with Project Excel.\nShe said come to the board meeting Thursday and that would be answered.\n

\nSo it sounds like there may be some news about\n\nCCA’s private prison, aka Project Excel,<\/a>\nat the\n\nThursday 2PM board meeting at 101 North Ashley Street.<\/a>\n
