Public utility rates or\ncharges shall not in any manner be based on the cost of construction\nwork in progress. At no time shall any rates or charges be based upon\nany costs associated with construction work if said construction work is\nnot completed. All costs of construction work in progress, including,\nbut not limited to, any costs associated with constructing, owning,\nmaintaining or financing construction work in progress, shall not be\nincluded in a utility&#8217;s rate base nor be allowed as an expense for rate\nmaking purposes until, and not before, said construction project is\nactually providing service to consumers.&#8221;\n<\/blockquote>\nSimple enough.\nThe\n<a href=\"\/blog\/2011\/10\/who-to-contact-about-nuclear-vs-solar.html\">\nGeorgia legislature<\/a> could do it.\nKnowing the NH CWIP ban caused PSNH\n<a href=\"\/blog\/2012\/03\/how-and-why-did-new-hampshire-ban-cwip.html\">\nto go bankrupt on costs for the Seabrook nuclear plant<\/a>,\nGeorgia Power might back off on Plant Vogtle rather than have such a law passed.\n<p>\n-jsq\n","protected":false},"excerpt":{"rendered":"A one-paragraph law can do it; that&#8217;s all it took in New Hampshire to ban Construction Work in Progress (CWIP) after Three Mile Island.
