\r\n\r\nTwelve minutes<\/a>.\r\nWhen do they actually talk about things?\r\nThey vote Tuesday at 5:30 PM.\r\n\r\n“Hahira’s Extraterritorial Request”<\/a> is for water and sewer for John Bailey.\r\n\r\n“Rezoning case REZ-2014-15”<\/a> is also about water and sewer.\r\nThe\r\n\r\nother<\/a> obscure public hearing is to fix something county staff\r\ndidn’t do correctly back in June.\r\n

\r\nYes, it’s the old white guy to replace the young black woman on the\r\n\r\nPlanning Commission<\/a>,\r\nand it’s Commissioner Joyce Evans for the\r\n\r\nGeorgia Department of Behavioral Health and Developmental Disabilities<\/a>.\r\nAnd yes, it’s the annual renewal of\r\n\r\nhiring prisoners from Valdosta State Prison<\/a>.\r\n

        \r\n\r\n<\/a>\r\nNope: only Brad Folsom. He spoke, saying he was a local attorney\r\nin a business-related practice.\r\nHis\r\n\r\nlaw firm bio<\/a>\r\nsays:\r\n<\/p>\r\n

        \r\nVideo.<\/a>\r\nWe still don’t know which of the two possible positions,\r\nbut the nominee is Joyce Evans.\r\nCounty Manager Joe Pritchard said:\r\n

        \r\nRecent legislative changes uh…. now allow and actually encourage, uh,\r\nservice of an elected official on this board.\r\n<\/blockquote>\r\n

        \r\nShe did not speak and Commissioners had no questions for her.\r\n

        \r\nIs this for the Region 4 Regional Planning Board<\/a> (current Lowndes County members Dr. Sheila Crowley Cook and Dr. Linda Floyd)\r\nor for the\r\nValdosta Behavioral Health Crisis Center (current Lowndes County members \r\nMs. Cindy Vickery, RPh \r\nPharmacist, SGMC,\r\nMs. Sheila Wakeley \r\nRetired LCSW,\r\nChair \r\nMr. Shamb Purohit,\r\nRobert Woodward,\r\nLowndes Co.         1. \r\n\r\nRezoning Case REZ-2014-15<\/a>\r\n\"6.a.<\/a>\r\n

          \r\nVideo.<\/a>\r\nCounty Planner Jason Davenport said the current owners want to remove\r\nthe 2005 condition requiring use of county water and sewer.\r\nThe new owners want to put in a community well or do some kind\r\nof partnership with neighbors for water and sewer.\r\n

          \r\n\r\n\"300x268<\/a>\r\nCommissioner Joyce Evans wanted to know, considering the location,\r\nwhether annexation (by Valdosta) would be likely.\r\nDavenport said that was one of the developer’s concerns.\r\n

          \r\nCommissioner Crawford Powell wanted to know the viability of water and sewer.\r\nChairman Bill Slaughter said they were looking into that, and for\r\nneighboring subdivisions.\r\nPowell wanted to know whether they’d know the answer before\r\nvoting on this.\r\nAnswer: probably not.\r\n

          \r\nCommissioner Clay Griner wanted to know where was the closest water and sewer.\r\nUtilities Director Mike Allen answered, but I’m not sure what he said.\r\n

          \r\nChairman said he thought septic systems were acceptable to the developer\r\nat the time, or community water, and of course septic would require approval by health department.\r\n

          \r\nUm, of course those would be acceptable to the developer: it’s\r\nwhat the developer is asking for.\r\nWhy is the Chairman acting as agent for the developer?\r\n

          \r\nAccording to the Tax Assessors database, the owner of\r\n\r\nparcel 0166 008<\/a>\r\nis GP INVESTMENTS OF VALDOSTA LLC<\/a>,\r\nwhich is a Lake Park company with agent Giovanni Panizzi,\r\nand the GA Sec State’s office says that’s not the same\r\nas GP INVESTMENTS, L.L.C.<\/a>, which is an Atlanta company.\r\nSo even the GLPC agenda is wrong.\r\n

          \r\nHere’s the beginning of a lengthy item in the\r\n8 February 2005 Regular Session minutes of the Lowndes County Commission<\/a>, which is presumably the source of the\r\nrestrictions the current owners want changed:\r\n<\/p>\r\n

          \r\nPublic Hearing \u2013 Rezoning Ordinances for Adoption \r\n<\/H4>\r\n

          \r\n\r\n#04-1260 \u2013 LO-2004-64 \u2013 Charles Bennett, A-U and C-H to R-10, 92.684 Acres, Inner \r\nPerimeter, Hwy 41 & Copeland<\/u>\r\n— Jason Davenport, Associate Planner, explained that there\r\nwere actually two issues connected with this request. One issue was\r\nto consider the rezoning request and the other was to consider\r\nextraterritorial delivery of water and sewer services. Each of these\r\nissues would require a separate motion.\r\n<\/p>\r\n<\/blockquote>\r\n

        2. \r\n\r\nULDC Text Amendments, Zoning Map, & Fee Schedule<\/a>\r\n\"5.b.<\/a>\r\n

          \r\nVideo.<\/a>\r\nCounty Planner Jason Davenport referred Commissioners to a summary\r\ndocument that he said was included in the ULDC back in June,\r\nbut they didn’t include the actual code changes in the ULDC.\r\nAlso they need to get a draft zoning map dated the same day\r\nthey want to adopt it.\r\nOh, and the text changes to go into the code are modified slightly from\r\nthe ones they adopted in June.\r\nApparently he’s referring to\r\n\r\nTXT-2014-01 Special Events, Fee Schedule, Pre-application Meetings, and the Zoning Map<\/a>\r\nfrom the 9 and 10 June 2014 meetings.\r\nCommissioners had no questions this time.\r\n

          \r\nI have a question: why didn’t the County Manager check staff’s work back in June?\r\n

            \r\nVideo.<\/a>\r\nMaybe we’re not supposed to remember that every year they renew their\r\ncontract for three prison details from Valdosta State Prison, because\r\nthey think it’s such a good deal to hire prisoners for cheap even though\r\nlocal people need jobs.\r\nYep. Public Works Director Robin Cumbas said:\r\n<\/p>\r\n

            \r\nThis is an annual renewal with the Georgia Department of Corrections\r\nfor three prison work details, each detail $39,500.\r\nUm, they’re used by Public Works and Engineering for various road work.\r\n<\/blockquote>\r\n

            \r\nCommissioners had no questions.\r\n<\/p>\r\n

          2. \r\n\r\nHahira’s Extraterritorial Request<\/a>\r\n\"7.b.<\/a>\r\n

            \r\nVideo.<\/a>\r\nUtilities Director Mike Allen said:\r\n<\/p>\r\n

            \r\nMr. John Bailey has requested from the City of Hahira\r\nwater and sewer service to his property located on\r\n5720 South Hagan Bridge Road.\r\nPer the SDS[?] agreement Hahira needs to come to the county\r\nsince this falls outside of their existing service area,\r\nand is requesting an extraterritorial service agreement.\r\nCommissioners had no questions.\r\n<\/blockquote>\r\n

            \r\n\r\n\"300x281<\/a>\r\nI have a question: would it have been so hard to put that name and address\r\nin the agenda item?\r\n

            \r\nAnd another: why did Mr. Allen say 5710 Hagan Bridge Road when\r\nthe Tax Assessor database<\/a> shows 5710 Hagan Bridge Road?\r\n

            \r\nAnd another: what if Lowndes County stopped encircling Hahira\r\nand instead assisted it in taking care of its own people?\r\n<\/p>\r\n<\/ol>\r\n
