src=\"http:\/\/farm6.staticflickr.com\/5495\/9443033905_75be4c475b.jpg\"><\/a>\r\nYesterday <a href=\"http:\/\/www.spectrabusters.org\/blog\/2014\/09\/04\/nova-scotia-to-ban-fracking\/\">\r\nNova Scotia announced a ban on fracking<\/a>.\r\nWill local or state governments in the southeast, now threatened\r\nby the Sabal Trail fracked methane pipeline,\r\nban such pipelines?\r\nEspecially since FERC has now directed Sabal Trail to examine\r\nroutes through Americus, Cordele, Ashburn, Tifton, Adel, Valdosta, and even Thomasville,\r\nin addition\r\nto the ones it already proposed through Dougherty, Colquitt, Brooks, and Lowndes Counties?\r\n<p>\r\nSierra Club Canada wrote about public meetings\r\nin its Media Release of 28 August 2014,\r\n<a href=\"http:\/\/www.sierraclub.ca\/en\/nofracking\">\r\nGovernment of Nova Scotia Needs to Ban Fracking<\/a>,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\n\r\n&ldquo;Public meetings held by the panel were attended by an\r\noverwhelming majority of well-informed citizens who had deep\r\nconcerns about fracking,&rdquo; according to [Gretchen] Fitzgerald,\r\n&ldquo;Those concerns should be met with the type of leadership they\r\ndeserve: an immediate, legally binding ban.&rdquo;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nAnd the Nova Scotia government listened.\r\nBruce Erskine wrote for The Herald Business 3 September 2014,\r\n<a href=\"http:\/\/thechronicleherald.ca\/business\/1233818-nova-scotia-to-ban-fracking\">\r\nNova Scotia to ban fracking<\/a>,\r\nposting a video in which you can hear\r\nEnergy Minister Andrew Younger say:<!--more-->\r\n<blockquote style=\"font-size:100%\">\r\n<p><a href=\"http:\/\/www.sierraclub.ca\/en\/nofracking\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:300px\" src=\"http:\/\/www.sierraclub.ca\/sites\/sierraclub.ca\/files\/images\/fracking_1.preview.jpg\"><\/a>\r\n&ldquo;Nova Scotians have indicated that by a wide margin they are\r\nconcerned about hydraulic fracturing and they do not want it as part\r\nof onshore development of shales in Nova Scotia at this time,\r\n<\/p>\r\n<p>\r\n&ldquo;Nova Scotians have put their trust in our government, that we\r\nwill listen to the concerns and not allow a process that most Nova\r\nScotians are just simply not comfortable with at this time.&rdquo;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/03\/videos-moultrie-ferc-scoping-meeting-ferc-2014-03-05.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:300px\" src=\"http:\/\/i1.ytimg.com\/vi\/2IGYdovCWUQ\/mqdefault.jpg\"><\/a>\r\nWe&#8217;ve seen the same thing in the Sabal Trail Open Houses\r\nand\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/03\/videos-moultrie-ferc-scoping-meeting-ferc-2014-03-05.html\">\r\nthe FERC Scoping Meetings for the Sabal Trail pipeline<\/a>:\r\noverwhelming public opposition to the pipeline.\r\nWith FERC representatives standing right there.\r\n<p>\r\nA few local governments have started to listen:\r\n<ul>\r\n<li>\r\n3 March 2014:\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/03\/valdosta-city-council-member-files-with-ferc.html\">\r\nValdosta City Council Tim Carroll<\/a> filed a letter with FERC\r\nopposing the pipeline.\r\nBut the Valdosta City Council has not, nor passed any resolution or ordinance.\r\n<li>\r\n4 March 2014:\r\n<a href=\"http:\/\/spectrabusters.org\/2014\/03\/06\/a-hundred-against-the-sabal-trail-pipeline-in-albany\/\">Dougherty County attorney<\/a> and a commissioner\r\nspoke against the Sabal Trail pipeline, but as near as I can tell\r\nhave passed no resoultion or ordinance.\r\n<li>\r\n4 March 2014:\r\n<a href=\"http:\/\/spectrabusters.org\/2014\/03\/13\/resolution-sabal-trail-natural-gas-pipeline-colquitt-county-board-of-commissioners\/\">\r\nColquitt County, GA Commission Resolution 2014-R-6<\/a>\r\nasking for minimum 5 foot top cover, but not an ordinance.\r\n<li>\r\n26 March 2014:\r\n<a href=\"http:\/\/elibrary.ferc.gov\/idmws\/file_list.asp?accession_num=20140326-0027\">\r\nGilchrist County, FL Commission<\/a> filed lengthy comments with FERC,\r\nbut no resolution or ordinance.\r\n<li>\r\n<a href=\"http:\/\/www.brookscountyga.us\/Minutes\/2014\/April%207%202014.pdf\">\r\n7 April 2014<\/a>:\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/04\/brooks-county-asks-ferc-for-five-foot-top-cover-on-pipeline.html\">Brooks County, GA Commission passed the same resolution<\/a> as Colquitt County, but no ordinance.\r\n<li>\r\n11 April 2014:\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/04\/on-the-behalf-of-the-commission-and-citizens-of-lowndes-county-lowndes-county-chairman-bill-slaughter-to-ferc-about-the-sabal-trail-methane-pipeline.html\">\r\nLowndes County, GA Chairman sent a letter<\/a> to FERC with 14 points\r\nof existing ordinances and permits Sabal Trail would be expected to follow,\r\nbut the Lowndes County Commission didn&#8217;t even pass a resolution, much less\r\nan ordinance.\r\n<li>\r\n22 August 2014:\r\n<a href=\"http:\/\/www.wwals.net\/2014\/08\/27\/resolution-14-10-hamilton-county-fl-19-august-2014\/\">Hamilton County, FL Commission<\/a> in Florida\r\npassed a resolution asking Sabal Trail to move the pipeline off the\r\nWithlacoochee River and otherwise to avoid the fragile karst limestone\r\nthat encloses our drinking water in the Floridan Aquifer.\r\nBut not an ordinance.\r\n<\/ul>\r\n<p>\r\nOpposition in Hamilton County has already had some effect.\r\nOn 27 August 2014 <a href=\"http:\/\/spectrabusters.org\/2014\/08\/27\/explain-karst-sinkholes-discrepencies-and-routes-around-albany-and-the-withlacoochee-river-ferc-to-sabal-trail\/#Withlacoochee\">FERC directed Sabal Trail<\/a>\r\n(among many other things) to look at routes that did not cross\r\nthe Withlacoochee River in Hamilton County.\r\nOn 30 August 2014\r\n<a href=\"http:\/\/www.wwals.net\/2014\/08\/30\/sabal-trail-trying-avoid-withlacoochee-river\/\">\r\nSabal Trail said it was considering<\/a> moving off the Withlacoochee River.\r\n<p>\r\n<a href=\"http:\/\/spectrabusters.org\/2014\/08\/20\/jefferson-county-fl-stopped-nestle-counties-can-stop-sabal-trail\/\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:300px\" src=\"https:\/\/s3-us-gov-west-1.amazonaws.com\/dam-production\/uploads\/ec77011a-4415-4669-b430-0f60d45e522f\/57788_medium.jpg\"><\/a>\r\nYet resolutions and letters don&#8217;t have the force of law.\r\nLand-use ordinances do,\r\nsuch as the one\r\n<a href=\"http:\/\/spectrabusters.org\/2014\/08\/20\/jefferson-county-fl-stopped-nestle-counties-can-stop-sabal-trail\/\">\r\nJefferson County, Florida ordinance 2011-072111-02 of 6 October 2011<\/a>\r\nto prohibit extraction of local water for bottling.\r\n<p>\r\nA citizen of Suwannee County has written\r\n<a href=\"http:\/\/spectrabusters.org\/2014\/09\/02\/action-letter-to-county-commissioners-against-sabal-trail-pipeline\/\">\r\na letter to county commissions<\/a>\r\nrecommending that\r\nJefferson County ordinance as one of several precedents,\r\nincluding resolutions passed by counties in Virginia against another\r\nSpectra pipeline that were at least stronger than the Georgia county ones,\r\nand that were followed in less than a month by\r\n<a href=\"http:\/\/spectrabusters.org\/2014\/08\/27\/spectra-suspends-mid-atlantic-pipeline-to-the-sea\/\">Spectra &#8220;suspending&#8221; that Virginia pipeline<\/a>.\r\n<p>\r\nThe letter is co-signed by many organizations, including\r\nthe\r\n<a href=\"https:\/\/www.facebook.com\/groups\/safsg\/\">\r\nSuwannee Alliance For Sustainable Growth<\/a>,\r\n<a href=\"http:\/\/oursantaferiver.org\/wp\/\">Our Santa Fe River<\/a>,\r\n<a href=\"http:\/\/www.spectrabusters.org\/\">SpectraBusters, Inc.<\/a>,\r\nand\r\n<a href=\"http:\/\/www.wwals.net\/\">WWALS Watershed Coalition, Inc.<\/a>.\r\nOur Santa Fe River and WWALS are both of the currently-active\r\nwatershed conservation nonprofits representing rivers in the\r\nSuwannee River Basin.\r\nWWALS, which has posted <a href=\"http:\/\/www.wwals.net\/2014\/09\/02\/wwals-signs-letter-county-commissions-opposing-sabal-trail-pipeline\/\">its own message of support for local legislation<\/a>,\r\nrepresents the Withlacoochee River,\r\nwhich the Sabal Trail pipeline still plans to cross at the Brooks-Lowndes\r\nCounty border just south of US 84.\r\n<p>\r\nAlthough one of the <a href=\"http:\/\/spectrabusters.org\/2014\/08\/27\/explain-karst-sinkholes-discrepencies-and-routes-around-albany-and-the-withlacoochee-river-ferc-to-sabal-trail\/#Greenlaw\">directions FERC just gave Sabal Trail<\/a>\r\nwas to look at:\r\n<blockquote style=\"font-size:100%\">\r\n<a href=\"http:\/\/spectrabusters.org\/2013\/11\/22\/georgia-hillabee-tift-county-cook-county-and-valdosta-route-by-sabal-trail\/\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/spectrabusters.org\/wp-content\/uploads\/2013\/11\/alternatives-038-231x300.jpg\"><\/a>\r\n<ul>\r\n<li>\r\nAlternative 1 extending from near MP 0 to MP 460.6 (the proposed endpoint) following the Sabal Trail Transmission, LLC (Sabal Trail) proposed Sabal Trail Project (Project) route until reaching Highway 82 near Dawson, Georgia; then following Highway 82 to Interstate 75 (I-75); then following I-75 to Highway 91 near The Villages, Florida; then following Highway 91 to Highway 27 near Ferndale, Florida; and then following a Florida Gas Transmission (FGT) pipeline to the proposed endpoint.\r\n<\/ul>\r\n<\/blockquote>\r\n<p>\r\nTranslation: Alternative 1 runs right through Tifton, Adel, Hahira, and Valdosta down I-75 and on through Florida past sinkhole-prone The Villages.\r\nThere&#8217;s a FERC-required Alternative 2 that does the same thing.\r\nAnd an Alternative 4 that bashes through Americus, Cordele, Ashburn, and CHula\r\nbefore hitting\r\nTifton, Adel, Hahira, and Valdosta.\r\nAnd an Alternative 3 that goes therough Camilla, Thomasville, and Monticello, FL to Capps, FL, before turning east along the existing Florida Gas Transmission (FGT) route.\r\n<p>\r\nThe <em>only<\/em> Sabal Trail route that does <em>not<\/em> pass through\r\nLowndes County is that Alternative 4.\r\nWhich makes Lowndes County a key to stopping the pipeline.\r\n<p>\r\nWhat will the Lowndes County Commission do?\r\nAnd the County Commissions of Cook, Tift, Turner, Crisp, Sumter, and Thomas Counties in Georgia, and Jefferson County, FL?\r\nAnd the city councils of Valdosta, Hahira, Adel, Tifton, Ashburn, Cordele, Americus,\r\nand Thomasville?\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/03\/whom-do-you-serve-a-question-for-local-government.html\">Whom do you serve?<\/a>\r\nWe hope it&#8217;s your local citizens.\r\n<p>\r\nAnd what about
