Videos: Office rezoning, Georgia Power, Alcohol, and road abandomnent @ LCC 2017-11-14

They added and agenda item for 7.p. Solicitor-General’s VOCA Grant Renewal; yes, really, the agenda was so long that’s sub-item letter P and the meeting was 51 and a half minutes long.

Longest at seven minutes was 6a. REZ-2017-11 Arrow Engineering, in which the County Commissioners ignored the Planning Commission’s recommendation to deny, and the County Planner’s observation the previous morning that the applicants would accept one acre. Instead they approved 2.5 acres with no conditions as Office Institutional (OI) in an area with no other instances of that.

At six minutes, 7.n. Georgia Power- VisionFirst was about putting $25,000 to hire an unnamed consultant for a joint project for unspecified results.

Update 2017-11-22: According to Chairman Bill Slaughter, the consultant is VisionFirst Advisors out of Tallahassee.

Did they mean the sinkhole-infested Mission Creek instead of 7.k. Grant of Easement for Utility Right of Way Moody-Mission Point?

Five minutes included questions from the Chairman and resulted in a split vote and a stern warning on 7.i. Beer, Wine & Liquor License – Liquor Barn, 3990 N. Valdosta Rd.

One of the two road abandonments, 7.a. Abandonment of Lane Road and a Portion of Sheavette Road, got a very rare split vote, with Commissioner Clay Griner voting alone against.

Videos: Board of Health and an office in the woods @ LCC 2017-11-13

Quite a long Work Session yesterday morning, more than half an hour. Surprisingly, the longest was Liquor Barn’s Wine & Liquor License; apparently their state and county licenses don’t match. They vote tonight at 5:30 PM, in their Regular Session.

Below are links to each LAKE video, followed by a LAKE video playlist. See also the agenda in the previous post, especially about 6a.REZ-2017-11 Arrow Engineering, R-A and E-A to O-I, ~2.5 acres, which is now apparently really for 1 acre. Continue reading

Board of Health and an office in the woods @ LCC 2017-11-13

Stafford Wright Road is getting its 12″ water main, connecting all the way from Spring Creek subdivision off of Studstill Road to Val Del Road. That’s Nelson Hill on the center left and Foxborough lower left: subdivisions like that are what to expect on Stafford Wright Road soon.

Videos: HEAT on Sheriff finances @ LCC 2016-09-13

Half the meeting (11 1/2 minutes) Tuesday was Commissioners grilling Sheriff Chief Deputy Joe Crow about the cost of High Enforcement of Aggressive Traffic (Heat): how less funding is provided the more successful the program is, and federal funding may go away, leaving the county to foot the bill. Chairman asked for monthly statistical updates. Commissioner Demarcus Marshall moved to approve continuation of the grant, plus a statement in favor of the grant including a disclaimer that the county would “work to preserve” as much of the grant as possible if state funding goes away.

They approved finally fixing the railroad bridge over Old Quitman Highway. and similar but less complicated (no railroad) for the Jumping Gulley Road bridge. Nobody mentioned that the Sabal Trail fracked methane pipeline proposes to cross Jumping Gulley Road half a mile west of that bridge, and then to open cut through Jumping Gulley Creek just south of the state line.

Snake Nation Road is getting an emergency $168,928 box culvert repair, which isn’t fast enough for former Commissioner Richard Lee, who Continue reading

Videos: Finally, Wright Road RR Bridge @ LCC 2016-09-12

They vote 5:30 PM this evening on finally fixing the railroad bridge over Old Quitman Highway. As you can see in the videos below of yesterday morning’s Work Session, County Engineer Mike Fletcher said it’s taken long negotiations with CSC and GDOT, ending up with realigning the road to go across the railroad at 90 degrees.

Way back in 2011 this Old Quitman Road bridge was on the T-SPLOST list. Old Quitman Road itself was announced on a striping and citing list 2013-10-08 and on an LMIG resurfacing list 2014-03-24 and 2014-03-25. It was said to be the only road for which the speed limit is being changed 2015-03-23 and 2015-03-24. And they fixed a culvert on private Carter Way before they got to this RR bridge on Old Quitman Road. But now they’re doing it, and they didn’t need T-SPLOST for that after all.

Two subdivisions, 3 road abandonments, 2 bridges, MIDS @ LCC 2016-09-12

This morning at 8:30 AM at the Lowndes County Commission, the two subdivisions from the previous Planning Commission meeting, REZ-2016-16 Livingston Properties, Bemiss Knights Academy Rd and Merriman Ct.

What’s with all the road abandonments these past many months? REZ-2016-17 Grove Pointe Ph 6, Dasher Grove Rd, a public hearing on Abandonment of Strong Road, probably scheduling of one for Abandonment of Unopened Right of Way off of Pikes Pond Road, and finishing up with a Quit Claim Deed for Abandoned Right of Way on Old Miller Concrete Property.

Surveying and engineering for two bridge replacements, on Old Quitman Road and Jumping Gully Road. And the annual renewal of Section 5311 Rural Transportation Program Capital Contract, which is the MIDS on-call bus service, in case you can’t tell from the obscure agenda item.

Plus lots more on the agenda. Will they speed through it all in their usual 15 minutes? They vote tomorrow (Tuesday) evening at 5:30 PM.

Videos: CAC office on Skipper Bridge Rd. + a Wal-Mart on Bemiss Rd? @ GLPC 2016-02-29

LAKE videos of the Planning Commission Regular Session recommendations for the CAC office, also heard yesterday morning at Lowndes County Commission Work Session and to be voted on tonight at LCC Regular Session. At the same GLPC meeting, the Valdosta rezoning for (with small annexation) for the grocery store and gas station; See notes on the GLPC agenda for why that could be a Wal-Mart. Packet items for REZ-2016-03-06, CAC, Skipper Bridge Road @ GLPC 2016-02-29

Thanks to Lowndes County Planner Jason Davenport’s expeditious response to my open records request with the packet materials for REZ-2016-03-06, for tonight’s Planning Commission meetin, we now know this proposed CAC rezoning is at the NW corner of Skipper Bridge Road and Stafford Wright Road, about one acre of the 113.88 acre parcel 0106 232 owned by JEV Duck Pond LLC, in the watershed of Cherry Creek, which flows to the Withlacoochee River. Perhaps not coincidentally, the county recently approved plans to pave Stafford Wright Road. The County Planner mentioned that in the agenda sheet summary that county road classifications (local rural, minor collector, etc.) are stated in the Lowndes County Thoroughfare Plan. Back in 2009 when that plan was last updated, the County Engineer said it “…works as a guide for development and potential use changes in property.”

CAC office on Skipper Bridge Rd. + a Wal-Mart on Bemiss Rd? @ GLPC 2016-02-29

Finally with the agenda for tonight’s Planning Commission, case codes and an address for the 3-in-1 Bemiss Road rezoning, but still no address for the CAC Skipper Bridge Road rezoning, and none of the board packet: no maps, text, nothing else on Lowndes county’s website, for tonight’s 6PM Planning Commission Regular Session.

Center of three properties: 4196 Bemiss Rd. That Valdosta three-part case includes an annexation request. The agenda says it’s for Gusto Development, but no such company is registered with the Georgia Secretary of State. Maybe they mean Gusto GA Valdosta (Guest), LLC, registered “12/8/2015” with Principal Office Address: 736 Cherry St., Chattanooga, TN, 37402, USA. That’s the address of The Hutton Company, “We Know Dirt; Real Estate Development Construction”. The land is owned by Bassford Properties LLC, as noted in the previous post with the LAKE videos of the previous week’s Work Session, which shows what little the public was allowed to know, such as that it’s for a grocery store and a gas station. This might be a clue as to which company: Alex Green, timesfreepress.com, 9 November 2014, 3 new grocery stores coming to Chattanooga, and they may be Wal-Marts, Continue reading

Videos: Children’s Activity Center + 3 in 1 Valdosta cases on Bemiss Road @ GLPC 2016-02-22

No agenda available to the public, not on county’s website, and not available at the door at Monday’s Planning Commission Work Session. Parcel 0146A 420 They didn’t even say the rezoning case numbers. Apparently the Planning Commissioners had a board packet with some materials, but the citizens and taxpayers did not get to see it, and the City Planner said the electronic version would be much different. They haven’t even put a sign up on the Lowndes County property. The Valdosta rezoning is a pretty big deal, with a grocery store and a gas station for the unnamed applicant, who apparently is Continue reading
