No-bid contract for Alapaha Water Treatment Plant @ LCC 2013-08-13

A no-bid contract for the engineering firm that already wrote a letter to GA EPD on behalf of the county, this one for upgrading the Alapaha Plantation Water Treatment Plant, at the 13 August 2013 Regular Session of the Lowndes County Commission.

Timeline --Demarcus Marshall Utilities Director Mike Allen said the engineering agreement with Lovell Engineering (presented at the previous morning’s Work Session was ready for the board to approve in a no-bid agreement with Lovell Engineering.

County Commissioner Demarcus Marshall wanted to know when the work would be complete.

Allen said March 2015 (not 2014), and referred to March 2015 --Mike Allen the letter from Lovell Engineering to GA EPD (since obtained through open records request) previously discussed at the 22 July Work Session and approved at the 23 July Regular Session.

Commissioner John Page wanted to know where the $60,000 was coming from? Budget? --John Page

A: the current budget.

Once again (as in the previous morning’s Work Session) Commissioner Marshall wanted to know “the water is good”?

Improve water? --Demarcus Marshall A from Chairman Bill Slaughter: “absolutely”.

How do we know that, since the county has completely failed to report to GA EPD 4 times in the last ten years, as well as the 15 health-based violations?

Nevermind; they unanimously approved the contract anyway.

What happened to they were only working with Lovell to get a letter submitted to GA EPD because of a deadline? Instead they also let a contract to Lovell with no bid. It’s good they’re dealing locally, but were there no other local companies that might want to bid?
