Videos: Two rezonings and a lease @ LCC 2013-03-11

A surprising number of questions were asked by Commissioners at yesterday morning’s Work Session, yet still nobody asked about the well near one of the proposed rezonings. We had a microphone failure during the first few items; sound picks up as the Commissioners start asking questions on 5.b. REZ-2013-04. Because of the sound glitch you can’t tell that for sure from the videos that nobody discussed SPLOST, but Gretchen was there from call to order to adjournment, and she didn’t hear anything about SPLOST. Maybe they’ll say something about it tonight at their 5:30 PM Regular Session, at which they vote on these rezonings and contract.

Here’s the agenda with links to the videos and some notes.

  5. Public Hearings
    1. REZ-2013-03 Rezoning for Jeremy Valler, Knight’s Academy Rd. R-21 to R-A, Well/Septic, ~10.4 acres

No sound; sorry. Here is video of the same case at the Planning Commission.

    2. REZ-2013-04 Doug Thompson Property, 3432 Bemiss Rd. C-H (conditional) to C-H, Comm. Well & Comm. Sewer, 1.28 acres

Here are videos of the same case at the Planning Commission.

Commissioner Crawford Powell wondered what were the original reasons for the zoning requirements. The minutes say this was the first property on this side of the street to ask for commercial zoning yet there was no significant public opposition in the minutes, although there might have been some contact with the Commissioners outside the public hearing.

Commissioner Demarcus Marshall said he received an anonymous call of concern about a night club nearby, apparently indicating concern about this property might turn into such. Commissioner Powell said they could just line item out night clubs and the like.

Commissioner Richard Raines asked if anybody had discussed C-G zoning with the applicant. Davenport said yes, and he thought the applicant would be happy with that as long as the use restrictions were removed. He discussed a couple of nearby properties with various commercial zoning variants.

      Nobody mentioned the nearby well.

  6. Bid — Land Application Site (LAS) Farm Lease

The county spreads liquid waste on a site in the south end of the county, and likes to lease it out for a couple of farming operations. Utilties Director Mike Allen said they got one bid back for hay operation only, not row crops, from T and T Farms, aka Rodney Tyree, for $4,110/year with 0.3% annual increase, for five years with 3 renewable options. Nobody bid on the row crop. Several Commissioners asked why no more bids, how long, etc. Allen didn’t know why no more bids, and he repeated the above information on terms.

  7. Reports-County Manager

There were no reports, so they adjourned.

  8. Citizens Wishing to be Heard Please State Name And Address

That’s only in the Regular Session, which is Tuesday (tonight) at 5:30 PM.
